QLD Government Funded Training Program for Eligible Queenslanders
Great skills. Real opportunities. is the Queensland Government reform action plan for further education and training. It provides greater student choice, more contestability and training delivery that better aligns with the skilling needs of industry and the Queensland economy.
The QLD Government provides subsidised training in one certificate level III qualification for eligible Queenslanders through the Certificate 3 Guarantee Program. The level of subsidy for each qualification varies based on the course and skilling needs of industry and employers. The Certificate 3 Guarantee complements the existing Queensland Government User Choice arrangements for apprenticeship and traineeship training. Eligible training participants are able to access selected qualifications through approved training organisations such as Novaskill.

The principle objective of the Certificate 3 Guarantee program is the delivery and completion of Nationally Recognised Certificate 3 qualifications which lead to job outcomes or career progression.
Who is eligible
To be eligible for the Certificate 3 guarantee Program a participant must not hold or be undertaking a certificate level III or higher qualification from 1st July 2013. This means any certificate level III or higher qualification, irrespective of whether the qualification is through a university degree, apprenticeship or traineeship pathway.
However a certificate level III qualification competed while at secondary school is not counted. Participants must also:
– be 15 years or age or older
– have finished secondary school or no longer at school
– be an Australian or New Zealand citizen permanently residing in Queensland
Employment status does not matter. A participant can be unemployed and seeking work, or working on a full-time, part-time or casual basis.
There is no minimum education requirement, only the standard minimum course entry requirements for the select qualification.
NB. Eligible participants must understand that the entitlement under the program is for one government subsidised training place in a funded certificate III qualification.

Participants are monitored and assisted by qualified trainers and assessors through a self paced training using Online learning technology. Program includes Skills Recognition
CLASSROOM TRAINING: Novaskill runs face to face classroom training for a range of Certificate 3 Guarantee Qualifications through the year.

Student Contribution Fees
Participants are expected to contribute to the cost of training through a student contribution fee. The size of the fee is to be determined by the training delivery method.
- The Government pays a higher subsidy for each priority level to support disadvantaged participants (i.e. concessional participants), to enable PQS to reduce fee costs to these participants.
- Under the Certificate 3 Guarantee, concessional participants are defined as follows:
–– the participant holds a health care concession card or pensioner concession card; or
–– the participant holds an official form under Commonwealth law confirming that the participant is entitled to concessions under a health care concession card or pensioner concession card; or
–– the participant is an Aboriginal or Torres Strait Islander person.
- The Government will pay a higher subsidy for:
–– any participant requiring literacy and numeracy training
–– any concessional participant undertaking a certificate level III qualification
–– any concessional participant requiring lower level training (i.e. certificates I and/or II).
